I was on a Russian Server today and they practically removed the up-key tapping speed boost on bikes. As I tried to tap, my bike was still going the same way. Can you guys help me out?

Them Russians have nothing else to do lol. It's definitely possible, I've tried this in the past and didn't succeed at all. I'd recommend you set the max velocity for that vehicle, so you can only go a certain speed.
