Yes this is due to your computer performance, however reinstalling SA-MP could fix it too.

There might be a problem with firewall, SA-MP maybe blocked by your firewall.

Click on Start, then write in the search box "Allow a program through windows", Click it when it's searched.

A window will appear, click on settings. Scroll down and look for [b]SAMP DEDICATED SERVER[B], samp-server.exe and gta_sa.exe one by one. If they are unchecked, Mark a check on them. If they're not in the list, browse and locate them through Allow Another Program

Then go back to Start > Search Box and search for "Windows Firewall with Advanced Security". Click it. A window will pop up

In left pane , click on Inbound Rules and then in right pane click on "New Rule".
Mark a check on port
--------------- TCP
--------------- All local Ports
--------------- Allow Connection
--------------- Check all "domain, public, etc" in next screen
--------------- then name it
