Ok so whenever I startup SAMP and when i choose a game, It would always come out horizontally, not vertically (Normal)

When I open up the original SA, it seems to be working fine.

How do i change the rotation of SAMP to its normal state??

You should open your SA:MP, log into a server, press [ESC] (default menu), go to Controller Setup and select Restore Defaults. Send me a private message if that didn't work.
