i have about 1000 objects with CreateObject function and about 200 object with streamer(CreateDynamicObject) but streamer not load more than 1 object at one time
for example when i have 2 objects in near places,load only 1 object
i have required files for streamer
(i using windows 8 )
whats the problem?

And then convert your CreateObject to CreateDynamicObject

Put the plugins and the inc in the currect folders and recomplie your script.

can i use CreateObject and CreateDynamicObject both in gamemode?

That's not the issue. You can use some objects with the streamer and some of them without.

It's better to post this to the Streamer's original thread.
