(HELP)Error when installing Windows Vista SP 1

Hey , I wanted to install VB express 2010 ,when clicking on the VB icon to install it (its size is 3MO it has to download VB it is like a VB downloader) but it says that I must install Windows Vista Service Pack 1 to contunue.... well I downloaded it & when Installing I get this error :

Error code : 0x8007000B go see

Anyone had this error before or know how to fix that ?

if it is impossible, is there a direct link to download full Visual Basic express 2010?(without a downloader)

From experience I can tell that Vista service packs are a pain in the ass. Service Pack 1 should install automatically through Windows Update, but I've had several cases where it just bugged out. The neatest solution would be a fresh install of - preferably - Windows 7 or Windows 8. All folders and files will be retained but the registry will be wiped so you might have to reinstall several applications.
