If i advertise a server IP that i own on "Server Advertisements", and then after a few days we have/need to change the IP because of hosting or something. can i edit the IP even its one month per one IP?

one month per IP ? where did you get this rule from ?
if your server IP changes then you simply have to edit the advertissement topic and update it
and by the way, its one AD per month, not IP per month

It's one ad for one SERVER per month, so in fact the OP is correct. If you have multiple servers, you are allowed to advertise them each separately.

If your server IP changes then you must edit the thread, not make a new one unless it is a new month. (I believe that's what the OP was asking)
