Static is static and dynamic is dynamic. Some people think they have a static IP while it's in fact a dynamic IP with a very long lease time. The lease time is set by your ISP and can range from a few hours to several days. On top of that, when the lease is about to expire your modem automatically sends a request to extend the lease time.

When you disconnect your modem and plug it back in immediately the modem has no IP and it will issue a DHCP request to obtain an IP. Your ISP then identifies your modem by the MAC address (because the modem still has no IP). If the ISP sees that the lease time for this MAC hasn't expired yet it will assign the same IP address you had before.

That's about as best as I can explain in layman's terms.
