So I want to get an RP server up, but I need a filter-script, and I do not know how to put it in, I want to start from scratch, could someone tell me, step by step what to do? Thank you.

Basically check the WiKi and at first try to manipulate existing scripts to get the hang of it, then when you're ready...the rest would be easy. Good Luck!
