What are the specs of your computer?

The FPS should be a little bit higher than W7, not lower...

Something must be wrong. Do you have lots of programs open? Do you have a virus? When did you get W8?

To enable Hyper-V:
1. Turn off your computer.
2. Turn it back on, and immediately press, F12, or Delete, depending on what computer you have and how to get into your bios.
3. Go into advanced Bios
4. Go into CPU/Motherboard/Overclocking tab
5. Go to Hyper V and enable it.

A few things:

I DO NOT recommend tweaking BIOS options unless you REALLY know what you're doing. In this case, disabling Hyper-V will decrease performance significantly if you're virtualizing something. San Andreas does not touch anything regarding virtualization so I do not see this making a difference in this case.

Now:

When you installed Windows 8, did you do a clean install, or an upgrade?
Did you do a clean install of your drivers?
Did you reinstall SA:MP and GTA:SA? (Remember to remove SA User files in My Docs)
