Change the aspect ratio to 16:9. (Find the proper resolution)

Right click > Screen Resolution > Resolution: 1280 x 768 > Apply > OK
Also make sure in GTA:SA > Options it's set to Widescreen.

Inside GTA, go to, Options>Video (whatever it is, not played gta in awhile)> advanced> and put the res all the way up.

It's just in-game resolution settings you need to change, put it up to full at 32bit.
