i am saving money to buy a host, but now i dont have money i was wondering if i can open the server without hosting and not paying any money, and players be able to see the server, how?

You can host it locally. but usually if you want better performance, its more recommend to purchase hosting.

To get started locally though, you would need to port forward and get the server files.

That is correct, but it's not wrong if she want's it locally, on the other hand, hosting with money is better.
