How can i Bann a person which never ever can join my server i always change his ip
his ip starts from 41.140.133.175 41.143.109.124 41.143.140.239
41.14 so how can i ban 41.14 so no one with starting ip of 41.14 can join please help me thanks

Depending on which game-mode you're using, you might have the command to range-ban. If you don't have the ability to. Open ban.cfg (which I believe is normal for SA:MP server(s)) and add their IP except the third set of numbers and add '*" as entitled as range banning.

Don't forget that a range ban may mean that others in that same range won't be able to play.

ingame with rcon: /rcon banip 41.140.*.*
console: banip 41.140.*.*
and as freddy said, that can cause more than one player can't connect if they have the same range.

Realistically speaking, the chance that someone else in the same ip range tries to connect is 1 / (255*255). Thats 0.002% Id say you dont need to think about that.
