How can i Bann a person which never ever can join my server i always change his ip

his ip starts from 41.140.133.175 41.143.109.124 41.143.140.239

41.14 so how can i ban 41.14 so no one with starting ip of 41.14 can join please help me thanks

/rcon banip 41.140.*.*
/rcon banip 41.143.*.*

Remember! Type EXACTLY what I wrote or you can end up by banning a entire country
