Try to re-install the GTA San Andreas and if you have mods REMOVE THEM!

Try to delete your CLEO folder if you have one.

i re installed it alot of times so all files deleted and replaced by new and no mods now and still same bug

Delete GTA SA User Files and install the game in another directory.
