Because, maybe, there is a lot of work to do by the developer (I believe it's only Kalcor who develops it), and I am pretty sure he has like, a life, where he wants to do other things rather than working on SA-MP. As far as I know, there's no ETA given. But, why would you want a new version anyways? What's wrong with the latest update?
