You need to save their playername by SQL, DINI, or whatever file save system you want.
Default SAMP bans only ban the IP, restarting their router means they have a dynamic IP, which gets reset when you do this.

I also tried to ban myself, and restarted my router.
I could come back in-game, and I don't have dynamic IP.
