I always wonder how to create pictures like this.
If anyone knows please tell me.

Screenshots, then something like GIMP to put them together into something professionalish looking.

If in photoshop, I would do it like this:

Get screenshots
Make some squares :3
Ctrl + click on a square and put the pic inside
Add some stroke and outer glow to the square.

Done

But I'm crap at ps so I would do some tuts xD

GIMP is fiddley, I suggest you get 30 day Photoshop or Fireworks trial and create one there... It's actually quite simple ice you learn 1 or 2 functions the rest seem easy.

You can just screenshot and just edit it with GIMP it takes time but it's worth it.

Press f7 a few times before you take the shot in SAMP if you wish to remove the HUD.

Well as said before,use PS or something or just msg TONI the Underground GFX Founder or someone experienced in that field for a clear answer.

these aren't the real pain in ass. its easy.
-Take some snaps.
-Open Photoshop and Make a new blank image[Transparent]
-Grab those snaps and paste it in PS. Add Outer glow/stroke. Rotate,Crop what ever you want to do.
-Put a nice Big text matching those snaps.
btw, watch some tuts about PS on You tube :P
