Hello, well I would like to ask if somebody could help me out with creating a cmd like /play

What I want it todo is to play any hotlink in a specific area, like let's say: I got a link for a song and when I type play in Alhambra interior(should be only able to work there), a dialog line would pop out where I could insert my hotlink, and as soon as I will do that, the song will start playing for everybody who is in the interior.
