Maybe,the server is not of the required version.Or maybe,msvcr100.dll is missing from your pc.If still,it doesn't work,reinstall sa-mp and sanandreas.

The problem itself sounds more like script-side one. Does it actually connect or they can't even connect to the server? (for the ones that it doesn't work) and do they receive any message? Post logs.
