Issue in Windows 7 / Vista relating to permissions. Problem in the installer version that the SA-MP client uses Update to SA-MP 0.3d. If it still occurs rename your GTASA directory to GTA San Andreas 2
Got this from another server and half of the crash solution and addresses

Quick question do I change the compactability on the SAMP or gtasa itself?

You shouldn't need to change compatibility mode. Just make sure "Run as administrator" is ticked in both samp.exe and gta_sa.exe properties, under compatibility tab. If it doesn't work, delete/rename gta_sa.set in your documents/gta san andreas user files and/or rename your GTA directory.

I'm running samp without compatibility mode on Windows 8 Pro 64-bit.

Silly question but how do i get the compatibility tab? I cant find it

Right click the program -> compatibility tab. If it doesn't show up, I'm not sure what to do. Checking microsoft's sites should shed light to that problem.

I just had this problem with windows 8. Right click the samp icon, click change settings for all users, and change the compatibility to windows 98/ME, and check the run this program as administrator box. Then apply, and it should start working.
