Are you pertaining to software or hosting? If it's the former then SMF is the Best imo. For the latter I would say, smfnew. But personally I would choose a webhost (You have full control of your forums) rather than a free forum hosting.

If you know a little bit about forum hosting, phpbb3 is free to use but it can be a bit of a hassle to set up if you're not used to it. Setting up your own forum is a bit more "professional" than using freeforums, but they both deliver the same end result - a forum.

000webhost > Download & Install PHPBB3 into it, it's a good forum.
