Hello,
First we need a /pass command, this command allows you to go from one place to another like a teleport. The /pass should have a, option without password so the whole server can use it and one with password, so it can be restricted to factions or individual players.
Secondly we need a good locker system for FBI and LSPD, if you are in LSPD you need to go to a certain place where you can do /locker, when you do this you will have a list of skins you can choose out (police skins). When you click on a skin you will automaticly go on duty and get three weapons, MP5, Desert Eagle and a colt.
Same for FBI with M16, Sniper Rifle and Desert Eagle.
From the moment you're on duty, you can not give weapons to other players.
I'm garanted to spend one or two dollar for this. And ofcourse a reputation.
