how can i make the /rcon makeadmin [id] [level] command ?

A command like this doesn't exist, and probably for a very good reason. You should take a look at the filterscripts section if you're looking for an admin system where you can promote people. For someone else to be an RCON admin you would have to give them the RCON password and then they can use /rcon login <password>.
