hm...
default onfoot/car/weapon sync rate is 40, so halfing them will cause double CPU+network bandwidth usage.
the streamdistance affects vehicles (+ their blips on radar) and players indeed. in a crowded server, players will just notice more blips on the radar, BUT: if an area contains too many vehicles, like my PD garage, then it will cause lag, even if the player is "far" away, lets say: 250 meters, with 2 buildings between.
the vehicles spawned around 300 meters, is a good choice as long there are no mentioned-above vehicle-crowds ^^
the streamrate halfed to 500ms just increases the speed of streaming checks. its counter-productive to lower that value, considering your huge streamdistance.
in short: yes, it will cause more CPU time to be consumed. but dont worry, its the small stuff repeated quicker. iam using almost similar settings btw., keep an eye on the network usage.
oh, check all values out yourself (and tell players to): hold down the F5-key, and read some statistics.

putting the stream_distance 300.0 & stream_rate 500 higher will crash ur game i would not really try and mess around with it but i would go for stream_distance 420.0 stream_rate 560
