It says that it will help against DDos attacks, but will it really do something about them? From what I heard its pretty much impossible to stop one, but I'm not sure lol. Is this update really going to stop them or at least help to stop them?

If something was made then it will work at some point else why would it be made. You can't have a guarantee that it will stop it on 99% cos everytime there new tools being developed and stuff like that.

DDoS is nothing we can do about, this is a problem with the internet not with sa-mp.
