Is this a GTA bug or SA-MP bug?

There are hundreds of similar bugs all over SA - easily fixable with objects.

pawn Код:
// "King's" No collision wall
SetDynamicObjectMaterialText( CreateDynamicObject( 19377, -2061.50, 474.29, 36.13, 0.00, 0.00, -90.00 ), 0, " ", 140, "Arial", 64, 1, -32256, 0, 1);
Should be that code

Unless the object has been swapped out with an object from the SA-MP img, it's a GTA:SA issue.

on-topic: Try placing an object in front of it, that might do the trick. Could be a SA bug.
off-topic: Is that a chinese roleplay? Well that's new.

This bug can be found in Singleplayer as well, it's no SA-MP bug. There are a lot of these areas around San Andreas. To name a few: on the Mount Chiliad there's a small gap on the south side, in Fort Carson a part of a roof is unsolid, several ceilings and edges in the outside map are unsolid. (allowing easy access to void with jetpack), Mount Chiliad east side has some unsolid trees, in V1.0 of the game a wall in Vinewood is unsolid and you can continue quite a bit like that.

Actually I can't understand why Rockstar make those objects that bad.
AFAIK the wooden fences under the Golden Gate Bridge don't have collision too.

Yeah...but there are too many places to the objects

Off-topic: You are right...but it is not new. It has a self organizing system
