Can't connect to (any) server?

Hello there,

A friend recently told me about there being a Multiplayer version of GTA:SA.
So I decided to give it a try and play on a RP server with him, but when I try to join it just says
'Connecting to [IP].
Connect. Joining the game...
The server is restarting'.
(Please note that this is on all servers.)

And then it repeat the process untill it crashes and I get this... I guess you could call it 'code': 0x03BC9427.
I can't copy the whole code as it won't let me scroll down or do anything unless I close GTA:SAMP with Task Manager.
I've tried the following:
-Set the theme to Windows 7 Basic
-Run as admin
-Allow it with Firewall
-Turned off my virusscanner
-Removed gta_set
-Set Multicore to 0
-Renamed SA directory
-Reinstalled GTA and GTA:SAMP (twice even).
-Set DPI-Settings
-Run with service pack 3 from Windows XP

And if I ****** the code it will not give any results.
If someone could help me with this issue it will be much appreciated and I'll love you forever (No homo).

Have you installed any mods?

Also have you tryed to connect to any other server besides the RP server? I get this error sometimes maybe your IP was caught in a range ban.

Thanks for the quick reply!

And no, I've not downloaded any mods. I've tried about five other servers and they didn't work either. As for the range ban, is there any way to look it up somewhere...? Getting quite curious :3

The server is NG-RP and I live in Flevoland, The Netherlands. Just in case, >_>

Are you using the same version of the client as the server's? 0.3e? *May seem stupid*
