1) Are you sure the servers are up?
2) Are you sure your firewall allows SA-MP to go through the network you're using? In windows firewall, make sure private/public is enabled based on the type of the current network.

My buddy was just having this issue. What he did was restart SA:MP, enable Windows firewall, and restart SA:MP again. It seemed to work after that.
Did you just re-install 0.3e after installing 0.3x?

Same issue with my friend . He .turned off Windows Firewall and *Reinstalled* his anti-virus .
Try doing that , but don't forget that he changed his IP from router database too ... so , there are much things you have to test before you make a step .

Alright this is what you do. Uninstall sa-mp. After, you would delete the SAMP older in the User Files. After, Install sa-mp once again. Make sure you disable your anti-virus first or it wont work. I had the same problem.

Even if you have 0.3x and the servers are running .3e, it'll still show the servers in the connection list. Your firewall is blocking the port (could be router too, if it's on high security) ****** "How to add exception to AVG firewall" and add the program exception samp.exe in c:\progam files\rockstar games\gta san andreas (that isn't the exact path but you get the idea)
