I don't think this is going to be useful for most advanced people. But I don't mind that. The most important things is I want to contribute to samp filterscript forum by creating a new thread about anti car surf. So, this is a special filterscript for newbies.
INFO:
This Anti carsurf will slap a player (slap in this case: set player pos to z+5.0) when a player is car surfing a car (not boat and these car model: [406, 422, 433]). You can edit the speed by editing the MAX_SPEED_ANTICS define from the FS. This is very basic, so you can edit it easily and no need credits. Also added in this system that if a person is still car surfing (30 seconds), he/she will be kicked as a result of NOP SetPlayerPos/desync.

2. The original author/creator of get vehicle speed and ProxDetector
3. Randy_Saputra a.k.a Sratter (me) for creating this simple thread
QUESTIONS:
Actually, this is untested as a filterscript, since I use it in my GM. So feel free to ask by replying this thread. I'll be checking ASAP. I thought it won't need screenshots, since it just as easy as ABC for most advanced people.
