I've tried to make a SA:MP server on ubuntu 12.04, and doesnt work.
anyone have idea how? Please give me a tutorial.

You should use http://files.sa-mp.com/samp03esvr_R2.tar.gz

You should get plugins for linux ( .so) and edit server.cfg's plugins line

example
plugins steamer.so

it isn't to hard to setup a server on ubuntu...
just run these commands:

wget http://files.sa-mp.com/samp03esvr_R2.tar.gz
tar xvzf samp03esvr_R2.tar.gz
rm -rf tar xvzf samp03esvr_R2.tar.gz
cd samp03
vi server.cfg
./samp03svr
