When you log in to your VPS via Putty, please type command "ls" without quotes and see, if you see your SA-MP server folder? If you see your folder, please type "cd samp03" without quotes. Don't use "cd /home/samp03", because there isn't any location like that, as you got "No such file or directory" error message.
