That is your computers internet's local ip and only YOU urself can connect to your server using that.
If you want t host it there are 2 ways
1.Buy a host
simple...
2.Host it on your own PC
1.Port Forward
2.goto whatismyip.com and check your ip
3.goto canyouseeme.org and in the port type in the samp server port and see if its able to connect. if it can connect it means you haved one everything properly and ur server is now ready
