Is there a way to script a webpage to view the stats of the Player without using MySQL?

it is possible if your are hosting a server & webpage on same pc else not

It is possible.. even if they're apart.. there are PHP functions to connect to FTP and to download to that directory of the website.. so yes.. it is possible without mysql ( you can also do a login and profile system and it is not hard at all)
