Try changing your gamemode. Also, show us your server.cfg.

I Didn't saw any error in your server:log.txt. What is your actual problem? Try to download plugin called "native server checker." It shows you, which part(s) loads incorrect, or problem shows.

Time to debug, check if your scriptfiles are loading doing
printf("File Loaded"); under each scriptfile load.
