I would start by making a faction system first of all.

By adding the police i mean like the police in single player, where you commit a crime and you gain wanted levels and they chase after you.

That's not really possible.

hmm, the chasing after you part may prove to be difficult as at this current moment SAMP does not have an effective method of tracking players, but it is possible for example if you have roaming NPC's and player police in the faction. And once the player gets wanted level the player would be notified :P
