What would be the best way to detect a cleo mod that makes you only immune to bullets?

You can do something like:

When a player spawns set his health to 99 and under OnPlayerUpdate check if his health is 100 if that is true ban him for health hacks, make sure all of you heal commands..etc make the health 99!
