How are you hosting this server? on your computer?

If so, you need to port forward your router to make it available for the public to use.

You can always purchase a host too, to make this easier.

Yes, you'll need to purchase a host, for example www.volt-host.com or you can portforward (look for guides on *******/******/the forums)
