ok, well when a new player spawns he has the option to choose between 3 starter packages what do you think i should have for the 3 i want variations like 50 pot and crack and 12000 dollars etc please help

I might do what I want, But I do go against Refunding / "Starter Pack" Servers.

If you wanna make a starters' pack, Be ready to turn your economy into a fail.

Just give them a rented flat. Never made sense to me that people 'move into a new city' as homeless on RPG servers. Not exactly realistic is it.
As for other 'perks' it depends entirely on the setup of your server. what options there are for careers and progression.

3. cellphone
4. Driving licenses (Who comes in city without a licenses)
5. Boat license
6. 2 hours play (if you refund) (Recommend dont)

1 thing, a 'roleplay' server refunding stats isnt a 'roleplay' server, If I was to move to a new country/city, would I get like 5 billion pounds/dollars/euro's? Would I get a free house? no, its just not roleplay.

You wouldn't get a free house, no. Unless you inherited it. You would however have somewhere to live, wether it be a hotel, motel or rented property, and you would have some form of income.

Unless of course you just jumped out of a boxcart and are looking for new gutters to sleep in.
