Insert the correct disc?
It may need a clean, though if it just installed without problems then probably not.

Sounds liek a fault with your DVD Drive, or your system detecting what is within it fast enough.Make sure you are choosing the 'full install' option (installs radio stations rather than reading them off the disc) and try again.
Failing that:
Install the latest drivers for your DVD drive (if any)
Purchase a new DVD drive or try an alternate one if you have access (a friend maybe). These problems largely affect cheaper "brandless" drives, so it's recommended that you buy a 'named' one.

Only when GTA SA disk is inserted,you face these problem?
Or for every CD/DVD that you insert? Then it might be the problem of your CD/DVD writer.
