Use a map editor.

Either SAMP Map Editor or MTA.
SAMP Map Editor is recommended one. It doesn't need to convert it to code because it already do it by itself.
MTA is not recommended. It need to convert to code, To convert it to code go to www.convertffs.com

Create new FS from Pawno ? When i do that, And I compile the Pawno says "Error"

I recommend MTA Map Editor. It works perfect and easy to use 100%. SA-MP Map Editor is kinda complicated.
Converting in convertffs.com doesn't even take a minute. Lol. It's worth the work.
