Hi i want to ask Samp experts is it possible to create: npc runing around police car and then sit and drive to police station ? it is possible ?

No. It's One NPC do everytight.
P.S. I have another Question. Can i do NPC fire with hydra ? Who Drive in him area(tracking missles) ?

RNPC might be a choice, unless its too buggy and complicated for your needs.

But i see in my friend server i remeber He start formrive to tower then he out of car shoot everywhere and somethight then drive somewhere and replay.

I suggest you to learn a bit about NPC since it's a bit complicated and needs alot of pwn experience, i can only do a NPC that drives a train xD due to my knowledge if i try to make a NPC do different stuff it gets hell of a buggy.
