I would recommended you to search for a CNR gamemode on the forums, edit it - see how it works - learn the basics. And use SA:MP WIKI for scripting help.

2. Edit a gamemode or develop one from scratch.
3. Buy a sa-mp server host.
4. Upload the gamemode files to the sa-mp server.
