Your missing a .dll file
doesnt have to be from the plugins, I had it once too, but it was a .dll from windows, dont know anymore which one it was (cause there so much of them)

search your vps if you have this file:
msvcr100.dll

If you dont have that one, scanff isnt working

BTW, there are different msvcr100.dll files, you have them for vista,xp,windows 7 16Bit / 32 bit etc..
So you have to download the good one and Have to know how to instal it

I just want to add, check your .amx file (try to re-complile) after, check the plugins: if you are using (Linux) download sscanf.so and streamer. so, and if you are using (windows) the same thing but, use (.dll ), you already have it
