Can someone connect to a server via a proxy?

I Think they do .. but im not sure , ive heard that some people and ive seen some programs to do it (but i never gonna / going to test it)

Edit: It seems to be a VPN by a faction named AnchorFree.

yes , theres a program that can make just put the target of the server and you can connect with a proxy , i suggest you can ask him to remove the proxy of ban him , the problem is that he can hop a lot of times and be a rly pain in the ass
