At some time my server block All players retrying to connect but nothing! It's like server restart but.. nothing happends.. I can't understand! It's flood?

It looks that there's some bug in your script such as an infinite loop somewhere, use crash detect plugin to check for this

I had the same problem in my server and, as dugi said, it was infinite loop.
