Never download these files from unofficial sources as they can easily be used to take advantage and control over your entire system. These files are provided free of charge by Microsoft themselves within the redistribution packages. The one that includes this specific DLL file is the C++ redistributable 2010 found here:

I've removed the above post about getting this DLL file from an unofficial source as it is most likely a virus.
