Right click on gta_sa.exe (in your GTA: San Andreas folder), then click on "Properties", then "Compatibiliy", then select "Run this program as administrator"
Do a full scan of your drive and search for the file "samp.cfg"
It's a unique file, so you should only get one match. In the folder you found it, there'll be another folder "screens". There it is.
It'll likely be in your public folder instead of your "My documents" one

When I said where mine save earlier, I was sort of asking you to check there at the same time..
My files used to save properly where they should in Documents, but then they suddenly stopped..
And now they save here (C:\Program Files (x86)\Rockstar Games\GTA San Andreas\data\SAMP)
samp.cfg saves in documents, but screenshots, saved positions, etc, save in the above directory.
So, have you tried checking there?

Do a search for sa-mp-000.png or sa-mp-001.png and see if the file turns up.

Do you have enough disc space for a new screenshot?
