My old computer had worse specs than this and it ran perfectly fine.

Try going ingame and pressing "esc." Go into "options" and turn the Graphics Quality to low. Otherwise, try turning of FPS limiter.

Hmm, aside from this, I suggest you close most other programs using task manager or download "iObit Gamebooster."
