I have this bug for a few months now, tryed re-installing Windows and GTA but same result.
I only have this with this certain server, i can play other servers just fine..
The owner of the server has confirmed many times that i'm NOT banned.

It is a known SA:MP bug..

Ye i was have same problem and i just restart my router and it's work... so just restart your modem/router.

its was not him who banned u got Rcon banned so he need to remove ur ip from samp.ban
