Yes by using /audiomsg if you want to disable it for every players then tell them to use /audiomsg
Alternatively, they can open Documents >> GTA San Andreas user Files >> SAMP >> sa-mp.cfg, edit audiomsgoff from 0 to 1. This has to be done once only.
